Founded in 2015, ICS Consulting is a nationally recognized cannabis compliance consulting firm serving clients across 25+ U.S. and international markets. The firm specializes in fractional compliance services, licensing, regulatory audits, operational readiness, OSHA compliance and workforce training, while also conducting compliance audits for financial institutions and providing THC beverage compliance and responsible beverage training.

Started as a receptionist in 2009 and progressed through every operational role within a licensed cannabis facility over six years, advancing to Director of Operations and ultimately Chief Operating Officer of a vertically integrated, multi-million-dollar cannabis company in 2014. Led compliance, daily operations, expansion into Colorado's adult-use market, and the implementation of evolving regulatory requirements across dispensary, cultivation, and manufacturing operations during one of the industry's most transformative periods.

Since 2015, Jenny Germano has been an active advocate for practical, science-based cannabis policy at both the state and federal levels. From 2019 through 2022, she served on multiple Colorado Marijuana Science & Policy Workgroups, collaborating with regulators, policymakers, and industry stakeholders to help bridge the gap between regulatory policy and real-world cannabis operations. Her contributions included serving as Co-Chair of the Marijuana Sampling Science & Policy Workgroup, participating in workgroups focused on Sampling, Quality Management Systems (QMS), Good Manufacturing Practices (GMP), and Processing, and serving as a panelist during Colorado marijuana rulemaking hearings, including Science & Policy initiatives and the implementation of HB 19-1234 Regulated Marijuana Delivery. In addition to her work in Colorado, Jenny has supported legislative and policy initiatives at the federal level through engagement with stakeholders in Washington, D.C., including members of the United States Congress and the House of Representatives.
